Lourdes Negrón

Founder & Principal — Business & Government Affairs Executive

With more than 25 years of experience in government affairs, permitting, regulatory compliance, public relations, and project coordination, Lourdes helps investors, business owners, developers, and property owners navigate Puerto Rico’s complex regulatory environment with clarity and confidence.

Her career in public service began in 1998 as a Caseworker at the Office of the Resident Commissioner of Puerto Rico in Washington, D.C. In 2000, she continued her public-service career as Special Assistant and Public Relations Director at the Office of the Former Governors of Puerto Rico. For more than two decades, she has advised public figures, political and government executives, and clients across the healthcare, retail, banking, food and beverage, construction, and real estate sectors.

Her experience also extends to project management and government compliance for major construction initiatives, including the $45 million San Juan Piers concrete repair and renovation project for the U.S. Coast Guard in 2017. In 2023, she founded 1626 Construction, where she has served as general contractor for luxury residential and commercial projects. She has also collaborated in the project management of emergency concrete repair projects at the Port of San Juan.

A licensed real estate agent and Treasury-registered Specialist, Lourdes is recognized for her strategic approach, strong government relationships, and ability to assemble and coordinate the right team of attorneys, architects, engineers, consultants, and construction professionals.

Viviane Negrón

Director of Client Success & Strategic Communications

Helping clients navigate permits, compliance requirements and government processes with confidence is at the heart of everything she does. She keeps projects on track, clients informed and solutions moving. With more than 20 years of experience in media, marketing, public relations and government relations, her background includes local newspapers, community outreach and large-scale charitable events benefiting families throughout Puerto Rico. Known for her positive attitude and responsiveness, she serves as a bridge between clients and PermittingPR’s professional network. “Our clients have enough on their plate. If we can simplify the process, remove the stress, and help move the project forward, we’ve done our job.”

Jay Vigoreaux, AIA, CAAPPR

Director of Architecture and Design

A licensed architect with over 40 years of experience leading architectural, planning, preservation, hospitality, transportation, residential, commercial and mixed-use projects throughout Puerto Rico and the United States. Founder of Jay Vigoreaux Architects, he holds a Master of Architecture from Columbia University. At PermittingPR, Jay oversees architectural design, project planning and code-compliant development strategies from concept through permitting and construction. His projects range from luxury residences to major public infrastructure, including the San Juan Metro (Tren Urbano). “Great architecture is where vision, functionality, and purpose come together to create spaces that stand the test of time.”

Alfonso Fernandez, Esq.

Director of Legal & Regulatory Affairs

An Ivy League attorney with degrees from Columbia University School of Law and an MBA from The Wharton School. Mr. Fernández brings decades of experience in legal, tax, real estate, business, finance and regulatory matters. He combines world-class education with deep local knowledge. Whether assisting with business transactions, real estate investments, tax planning, regulatory compliance or legal strategy, Alfonso focuses on protecting client interests and finding practical solutions. He collaborates with a trusted network of attorneys across multiple practice areas. “Every challenge has a solution. Yoly Torres Cuesta

A strategic communications, marketing and business development executive with more than three decades of experience advising organizations across Puerto Rico, the Caribbean and U.S. markets. She has led brand strategy, public relations, stakeholder engagement, corporate communications, business development, executive positioning and organizational growth. During a 25-year career with Sprint Puerto Rico and the U.S. Virgin Islands, she held leadership roles in business and consumer marketing, helping drive revenue growth, market expansion, customer acquisition and brand development. Today she advises corporations, nonprofits and educational institutions on strategic communications, public affairs, stakeholder relations and executive visibility.

Our Engineering Services Division is supported by a multidisciplinary team of licensed professionals specializing in mechanical, structural, civil, electrical and intelligent-home systems engineering. The team provides integrated solutions that address complex project challenges, optimize performance and ensure code compliance.
