Lourdes Negrón

Founder & Principal Business & Government Affairs Executive

With more than 25 years of experience in government affairs, permitting, regulatory compliance, public relations, and project coordination, she helps investors, business owners, developers, and property owners successfully navigate Puerto Rico’s regulatory environment.

 

Her career includes service as a Caseworker at the Office of the Resident Commissioner of Puerto Rico in Washington, D.C., and later as Special Assistant and Public Relations Director at the Office of the Former Governors of Puerto Rico. For more than two decades, she has advised clients across the healthcare, retail, banking, food and beverage, construction, and real estate sectors.

 

A certified real estate agent, and Treasury-registered Specialist, Lourdes is known for her collaborative approach, strong government relationships, and ability to bring together the right professionals to solve complex challenges.

Alfonso Fernandez, Esq.

Director of Legal & Regulatory Affairs

An Ivy League attorney with degrees from Columbia University School of Law and an MBA from The Wharton School. Mr. Fernández brings decades of experience in legal, tax, real estate, business, finance, and regulatory matters. He combines world-class education with deep local knowledge to help clients navigate Puerto Rico’s complex business and regulatory environment with confidence.

As Director of Client Success & Strategic Communications, she ensures projects stay on track, clients remain informed, and solutions are found when challenges arise.
 

With more than 20 years of experience in media, marketing, public relations, and government relations, she has built her career around connecting people, solving problems, and delivering results. Her background includes work with local newspapers, community outreach initiatives, and the successful production of large-scale charitable events benefiting children and families throughout Puerto Rico.
 

Known for her positive attitude, responsiveness, and ability to bring people together, she serves as a bridge between clients and PermittingPR’s network of professionals, helping keep projects moving forward efficiently.

Yoly Torres Cuesta

Business Development & Client Relations Executive

She is a strategic communications, marketing, and business development executive with more than three decades of experience advising organizations across Puerto Rico, the Caribbean, and U.S. markets. She has led initiatives in brand strategy, public relations, stakeholder engagement, corporate communications, business development, executive positioning, and organizational growth.

 

During a distinguished 25-year career with Sprint Puerto Rico and the U.S. Virgin Islands, she held leadership roles in business and consumer marketing, helping drive significant revenue growth, market expansion, customer acquisition, and brand development initiatives. Today, she advises corporations, nonprofit organizations, educational institutions on strategic communications, public affairs, stakeholder relations, and executive visibility programs.

 

Known for her collaborative leadership style and ability to align communications with business objectives, Yoly is a trusted advisor to senior executives and organizational leaders seeking to strengthen reputation, engagement, and impact.

Jay Vigoreaux, AIA,CAAPPR

Director of Architecture and Design

Jay Vigoreaux is a licensed architect with over 40 years of experience leading architectural, planning, preservation, hospitality, transportation, residential, commercial, and mixed-use projects throughout Puerto Rico and the United States. He is the founder of Jay Vigoreaux Architects (JVA) and holds a Master of Architecture from Columbia University.

 

At PermittingPR, Jay oversees architectural design, project planning, and code-compliant development strategies, ensuring projects move seamlessly from concept through permitting and construction. His expertise combines creative vision with practical execution and regulatory compliance.

Throughout his career, he has managed projects ranging from custom luxury residences to major public infrastructure developments, including participation in the San Juan Metro (Tren Urbano) project. He is recognized for his leadership, design excellence, and ability to guide complex projects from inception to completion.
